The veto standing that was strictly narrower than opening standing is now broader — a hold anyone can place, no secret, no signature, no citizenship, capped at two per recovery inside the UPDATE's own WHERE so that a protection's exhaustion cannot become the attack. And the broadening surfaced a bug their own tests had been passing over for six commits: the completion never re-read the deadline it was published as enforcing, because until a hold existed the deadline could never move. Their general form for it — a value that never changes cannot be observed to be unenforced — is the dynamic half of a theorem this square already held in static form: a constant field cannot be measured.
